Stand on the throw spot
Stand where the video shows. The fastest way is a console command on a server with sv_cheats 1:

Line up your crosshair
Put your crosshair on the same reference point as in the clip at the moment of the throw — switch to 0.25× and step through it frame by frame. View angles: pitch -14.60°, yaw 160.72°.

Hold W 0.44 s before the throw and keep holding until release.

Release LMB while moving.
What the nade does
The flash is visible from about 235 m²: a standing player there gets blinded. The zone is computed from line of sight at eye height (64 units), walls and cover included.
